Since when should vessels have onboard a Coating Technical File? What is the requirement?

Hi Adam, generally the below is applicable:

Coating Technical File shall be on board and maintained for all vessels build in accordance with IMO Performance Standard for Protective Coatings, IMO PSPC, reference is made to IMO MSC.215(82) for Water Ballast Tanks and MSC.288(87) for Cargo Oil Tanks of crude oil carriers (in-service maintenance and repair).

The following dates apply for applicability of PSPC for Water Ballast Tanks (ref. to SOLAS II-1, reg.3-2):

  • building contracts signed on or after 1 July 2008
  • keel laid on or after 1 January 2009
  • delivery on or after 1 July 2012

For vessels built under IACS Common Structure Rules, PSPC for Water Ballast Tanks entered into force already for building contracts placed on or after 8 December 2006.

The following dates apply for applicability of PSPC for Cargo Oil Tanks of crude oil carriers (ref. to SOLAS II-1, reg.3-11):

  • building contracts signed on or after 1 January 2013
  • keel laid on or after 1 July 2013
  • delivery on or after 1 January 2016

It is noted that the OCIMF SIRE states that a CTF should be available on board all oil tankers built after 1 July 1998 following the 1998 SOLAS amendments, but this was never a mandatory requirement until the PSPC entered into force.
