FuelEU delayed in Norway and Iceland to be treated as as third-country ports

The incorporation of the FuelEU Maritime Regulation into the EEA Agreement is facing delays, making it difficult that this process will be finalized by January 1, 2025.

The Norwegian Maritime Authority (NMA) has indicated that this delay will classify Norwegian and Icelandic ports as third-country ports in relation to FuelEU regulation from January 1, 2025, until the incorporation into the EEA Agreement is completed.

Therefore, until the incorporation into the EEA Agreement is completed, the following apply:

  • Only 50% of the emissions will be considered for voyages where one port is in the EU and the other is either a Norwegian or Icelandic port.
  • For voyages where one port is outside the EU and the other is a Norwegian or Icelandic port, these should not be subject to the FuelEU Maritime Regulation.

Update - January 2026

The incorporation of the FuelEU Maritime Regulation (Regulation (EU) 2023/1805) into the European Economic Area (EEA) Agreement continues to face delays, and it is now confirmed that the regulation will not enter into force in Norway by 1 January 2026 as previously anticipated. This reflects ongoing challenges in securing the necessary legal alignment between the EEA/EFTA states and the EU, as well as completing required domestic procedures.

FuelEU Maritime entered into force in the EU on 1 January 2025, but the associated legal acts have not yet been incorporated into the EEA Agreement and therefore currently do not apply in Norway. The Norwegian Maritime Authority’s (NMA) has also noted that implementation in Iceland will additionally require parliamentary approval, further extending the timeline.

Entry into force under the EEA Agreement and thus the application of FuelEU Maritime in Norway and Iceland is now expected later in 2026, although no specific date has been confirmed. The Norwegian Maritime Authority will provide updates once a more detailed timeline is established.
