What are the latest updates with respect to the UK MRV?
UK MRV is already in place, and by December 2021, existing ships trading at UK ports should have a UK MRV plan confirmed by an accredited verifier.
By 30 April of each year, ship operators must submit a verified emissions report for each ship.
For the UK MRV regime, ship operators must submit a verified emissions report for each ship by 30 April 2023 (for the 2022 reporting period).
However, the UK MRV regime recommends that ship operators should submit their emission reports to the verifier by 15 February.
To avoid duplication, the voyages between UK and EEA ports and vice versa should not be reported under the UK MRV. However, data on these voyages will continue to be submitted to the European Commission under the EU MRV.
The key dates are:
- 01 January YYYY - Start of (YYYY) data collection
- 15 February YYYY - Emissions report of the reporting year (YYYY-1) should be sent to verifier
- End of March YYYY - Verifier assesses report and resolves any issues relevant to the (YYYY-1) UK emission report
- 30 April YYYY - Submission of the verified emissions report (YYYY-1)
- 30 June YYYY - UK Document of Compliance issued to ship for (YYYY-1) data
- 31 December YYYY - End of (YYYY) data collection
The UK no longer has access to the EU’s THETIS-MRV database. Data reports will be entered into a separate new system about permitting, monitoring, reporting and verification (PMRV). The emissions database is still under development.
The legal requirement for ship operators to monitor vessel emissions remains in place.
