The EEDI (Energy Efficiency Design Index) Phase 3, mandatory only for new ships, will come into force in 2025 and will require a reduction of 30% over the EEDI reference line (Phase 0).
The EEDI Phase 3 is mandatory for new ships that meet the following criteria:
- the building contract is placed on or after 1 January 2025; or
- in absence of a building contract, the keel of which is laid on or after 1 July 2025
- the delivery of which is on or after 1 January 2029

Some ship types had Phase 3 applied earlier - 1 April 2022. These included container ships, general cargo ships, gas carriers above 15,000 dwt, LNG carriers and cruise passenger ships.

Indeed MEPC.1/Circ.795/Rev.7 that provides a Unified Interpretation to MARPOL Annex VI, gives the precise dates.
