Hello All! Is any requirement along with EEXI Tech File to have an additional assessment study to verify that MCR limited is sufficient to maintain the manoeuvaribility of the vsl in adverse conditions?

As far as I am aware, the minimum manoeuvrability criteria are described in Resolution MEPC.232(65) 2013 Interim Guidelines for Determining Minimum Propulsion Power to Maintain the Maneuverability of Ships In Adverse Conditions.
If there is an implemented Engine Power Limitation (EPL) to meet the EEXI requirement, the EPL should be overridable. The EPL sets a semi-permanent, overridable limit on a ship’s maximum power and speed. Since it can be overridden, there is no obligation to check the minimum manoeuvrability criteria in adverse conditions.
However, if there is any permanent modification to the engine that affects the MCR, then the minimum manoeuvrability criteria in adverse conditions should be checked. I recommend checking with the verifier of the EEXI Tech file for any additional requirements they may have.
